WU Jianping: Research on social management performance evaluation report（2013）

Abstract: As early as in 2004, the Fourth Plenary Session of the sixteen proposed to "strengthen social construction and management, advance the innovation of social management system", "establish and improve the leadership of the Party committee, government, social coordination, public participation in the social management pattern". In 2007, the report of the 17th Party Congress further emphasized, to "improve the social management, maintaining social stability and unity", "to improve the leadership of the Party committee, government, social coordination, public participation in the social management pattern, improve the social management system". In 2011 February, Comrade Hu Jintao at provincial and ministerial level leading cadres of social management and innovation project kaibanshi workshop, again around social management problems, made an important speech, proposed to "build Chinese socialist society management system", "to improve the scientific level of the social management, improve the leadership of the Party committee, government, social coordination, public participation in the social management pattern", and puts forward seven important task of social management (coordination of social relations, norms of social behavior, social problems, resolve social conflicts, promote social justice, to social risk, maintain social stability).
