Assessment Research on China’s Equalization of Basic Public Service in Urban Area

Abstract: The construction of China basic public service achieved significant progress during the Eleventh Five-Year-Plan. And the Twelfth Five-Year-Plan proposed that in the following five years government will make great effort on coordinating the provision of basic public service in urban and rural areas, on strengthening the ability of grassroots, and on innovating public service system. Therefore, it is necessary to assess the achievements, problems and possible improvement of the basic public service at present. In 2012, The National Institute of Social Development, CASS, made a survey on Chinese social development and social attitude to investigate several important social development topics, including the social prosperity, government social responsibility, public service, public participation and so on. This paper focuses on the equalization of basic public service in Chinese urban area and proposes relevant policy advices.
